The way they're talking sounds as if they're reinventing the wheel. The new features are certainly nice, but let's not forget the core gameplay will be very similar to earlier installments. I'm buying it for the dedicated servers, as the last one was great fun ruined by peer-to-peer issues.

The built in demo feature with REWIND is also something I've wanted for years in any game, including RTS. Most games don't have a demo recorder, and those that do never seem to have rewind. Even UT with all its mods has no demo recorder with rewind. I guess it requires something special that is too much of a bother to include. I'm really glad BO will have it, as it will help on multiple fronts: learning the maps, seeing how good players play, and providing evidence on cheating.

On another note, the supposed pro versions of the perks have been leaked, with no falling damage (Lightweight Pro) and unlimited sprint (Marathon Pro) being available:

Question is, would you still play MW2 if it had:

Dedicated servers, weakened noobtoobs, new weapons, new game modes, etc. etc.

I see it more as like MW2 1/2 where they fixed all the horribly broken shit and tried to add a bit of cool new content. Personally glad they didn't stray to far from the formula as we all liked it enough to put up with lag, buggy net code and hackers.
