- Import a 512x512 custom texture (myLevel)
- In the texture browser click File/New...
- Enter the info accordingly (Class & MaterialClass should be left as is)

- Use your custom texture in SelfIllumination

-Get the panner texture from the XGameTexture package. The name is TexPanner DOMPLinesGp [1 pass]

-Use the panner texture in Opacity

- Now you can close the Material Editor. You should have the new panner version in your myLevel.

On that TV screen static mesh I used this texture in layer 2, and used a black texture for layer 3. The panner is self illuminating like a real TV screen so it doesn't require an external light source. I hope this is of some use
