I've been dicking around with a mod for a while, trying to fix these issues. It's finally to the point where I'm satisfied. Seriously... it's fixed. I will be releasing this mod later this week. Details are below.
I know there are over a dosen or so people that have played on the CTC UT3(2K4) server and really liked it. What I would like to try here is setup a night where we can go play and try out my changes. We tried this before on Saturdays, but that's kindof a fail night due to some of the cooler folks here actually having lives on the weekends. So, now that I'm basically done my mod, I'd like to see if anyone who's interested would like to hop on on Thursdays starting around 7PM till whenever. I figured we could try this for a while and see if it catches on.
In addition to my mod, I am also running utcomp and ping compensation, so you get your precious hitsounds and netcode

Description:
The purpose of this mod is to make UT3, specifically the VCTF gametype, play similar to UT2k4. The main goals here were to
reintroduce manta runs, restore 2k4 style movement and address many of the complaints the 2k4 community had about UT3(and UT3 VCTF).
This mod also works great with any other game mode where you want movement to feel more like 2k4 (ex. TAM, DM, etc).

Because many people still enjoy UT2k4 VCTF and I thought it would be a fun
project to try to mimic similar gameplay with the newer UT3 engine.

Movement/Other:
- Walking speed increased 10%
- Jump height increased 20%
- Added dodge jumping
- Weapon switch speed increased
- Added behind view (use shift+b to toggle), currently only works in offline mode
Vehicles:
- All ground vehicles can carry flags
- Most vehicles have camera zoom as in 2k4 (excluding goliath/nemesis due to a bug atm, should be fixed in final release)
- Scorpion (many people complained it was too squirrely)
+ suspension loosened for a smoother ride
+ steering speed reduced
+ throttle speed increased
+ can be knocked around by weapon momentum as in 2k4 (removed heavy feel)
+ players can ride on top
- Deluxe Hellbender (from Snarf's vehicle mods)
+ increased speed
+ passenger seat now has chargable beam as in 2k4

- Hoverboard/Trickboard (from Snarf's vehicle mods)

+ double tapping forward provides a temporary boost
+ getting hit at normal speed will knock you off of the board instead of ragdolling you
+ you will still ragdoll if hit while boosting

- Shock Rifle (all changes made to better simulate 2k4 shock rifle)

Known Bugs:
- Camera zoom is broken for vehicles with zoomable weapons (currently disabled for goliath/nemesis),
bender passenger seat can flake out if vehicle zoom is used as well
- Behindview does not work online
- Not configurable by ini yet (it will be)

- Adrenaline combos
- Delayed damage projectile for scorpions
